State Advocacy Manager

POSITION SUMMARY:  The Manager, State Advocacy is responsible for contributing to the development and implementation of the Foundation’s state advocacy strategy. The Manager, State Advocacy will proactively work to implement state-specific advocacy programs aligned with the Foundation’s priorities of addressing patient access to care, the high cost of care, and other aligned initiatives. In addition, the Manager will collaborate with the Director of Advocacy to codify and develop processes to grow the Foundation’s grassroots and grass tops networks. To implement these responsibilities, the Manager will work closely with the VP of Education, Support, & Advocacy, the Director of Advocacy, and the field Education team and chapters.

Qualifications Required:

  • BA/BS degree in Public Policy, Political Science or Public Health or equivalent experience
  • Master’s degree preferred in Public Policy, Public Health, or other relevant degree
  • Previous experience working on state-based advocacy
  • Minimum of 5 years of experience working with state agencies and/or legislators
  • Experience with health-related government entitlement programs
  • Demonstrated volunteer management and leadership experience
  • Public policy experience including policy statement devepment, research, and communications
  • Grant writing experience including government, foundation, and/or pharmaceutical experience
  • Self-motivated, results oriented pro-active dynamic leader with strong organizational skills and strategic thinking
  • An effective communicator, both written and oral
  • Must have computer literacy in constituent management software Blackbaud, Convio, website data management, and Microsoft Office (Word, Excel & PowerPoint)
  • Must be able to drive and travel

Essential Functions & Responsibilities:

  • Responsible for implementing and overseeing the delivery of metrics for state-based advocacy identified by the 2017-2019 strategic plan
  • Work with local staff, volunteers, and consultants to implement:
    • Multiple state-based advocacy campaigns
    • Training for local staff and volunteers on state priorities and how to be an advocate
    • Placement of local media stories and op-eds to support the state campaign in tandem with the marketing department
  • Proactively monitor state legislation in identified markets
  • Actively monitor, analyze, and work closely with the VP and Director to address public policy decisions impacting the IBD community in designated states
  • Actively submit grants to ensure financial support state-based advocacy efforts
  • Identify new coalitions and maintain the Foundation’s participation in IBD related coalitions
  • Proactively communicate and track Foundation’s activities to the chapters
  • Create multi-channel education and communication tools to support state advocacy initiatives
  • Identify new resources (funding) or opportunities (education/awareness) around state-based advocacy

Physical Demands: While performing duties of the job, incumbent is occasionally required to stand, walk, sit, use hands, reach with hands and arms, talk and hear
Work Environment: Travel is required during weeknights and weekends
